Why It Matters
Even before the new federal cuts take effect, Pennsylvania lags behind other states in supporting hospital stability.
Less than half of Pennsylvania’s hospitals are operating with sustainable financial margins
37% are currently operating at a loss, and 39% face multi-year losses

Without action, these pressures will only intensify, putting patients and communities in jeopardy.
The Core Problem
Medicaid covers nearly 1 in 4 Pennsylvanians, but the program reimburses hospitals just 71 cents for every dollar it costs to deliver care.
Upcoming federal changes will push that number down to about 64 cents on the dollar.
Hospitals can’t make up the difference. And they can’t keep absorbing losses forever.

We must prioritize policies that ensure hospitals are paid fairly for the care they provide. Sustainable payments allow hospitals to:

Invest in staff, technology, and infrastructure
Support local jobs and economic growth
Ensure timely access to care in emergencies
Enable vibrant, livable communities
